California’s African American and Latino communities continue to experience high levels of foreclosure activity. The Office of the State Comptroller (OSC) reported on the foreclosure problem in 2012, highlighting its impact on local governments. Since then, trends in both new foreclosure filings and the total number of pending foreclosure cases indicate that the problem is far from resolved. Although new foreclosure filings have shown signs of leveling off since 2013, they remain significantly higher than pre-recession levels.
